38.
It is too late now to reply to your letter of the 3rd instant, wherein you state that the Daily Allowance of 3s per day, which I, in common with other officers employed as I am, have hitherto been paid, is now to be considered as a part of the "full pay of my rank", in so far as the Colonial Allowance is concerned, the result being that I am to be not only mulcted for the future in that sum, but that I am to be fined £20.14s, for no fault of my own.
3.
Under these circumstances, and taking into consideration the fact that this fine comes just at the date upon which I have to pay my children's school fees, I beg to request that the Crown Agents may be instructed to postpone the repayment of the above-mentioned sum of £20.14s until the Admiralty's reconsideration of the matter is completed.
I have the honour to be,
Sir,
Your obedient servant,
Basil Cavtour(?)
Commander R.N.
(Harbour Master,
Hongkong)
To the
Secretary of State,
Colonial Office.
